Feasibility study, project strategy, and client representation for the revitalization of the KZBV headquarters in Cologne

The National Association of Statutory Health Insurance Dentists (KZBV) has two locations in Germany: Berlin and Cologne. The headquarters in Cologne is owned by the KZBV. To ensure the long-term continued use of the site, BÜRO DR. VOGEL GMBH developed a completely new planning and construction process for the comprehensive revitalization. BÜRO DR. VOGEL GMBH was also responsible for implementing the project through to the start of construction.   

 

Task

The KZBV initially commissioned BÜRO DR. VOGEL GMBH to prepare a second opinion on the revitalization measures for its headquarters and the maintenance of a branch office in Berlin. In addition, the firm was tasked with conducting a cost-benefit analysis of alternative procurement options for the revitalization. This included evaluating purchase, sale, and lease options. Building on this foundation, BÜRO DR. VOGEL GMBH developed a proposed approach for all of the association’s future real estate investments. The goal of the project was also to identify the most cost-effective option for the upcoming location decision—retaining the current location versus relocating.

Subsequently, BÜRO DR. VOGEL GMBH was commissioned to take over the project development for the revitalization and to act as the client’s representative until the start of construction.

 

Approach

BÜRO DR. VOGEL GMBH reviewed and evaluated previous considerations and supplemented them with its own analyses, alternatives, and calculations. On this basis, BÜRO DR. VOGEL GMBH prepared its own investment analyses and property valuations for the property in question. As part of the project development and client representation, BÜRO DR. VOGEL GMBH managed and oversaw the entire day-to-day operations of the project. 

 

Result / Added value

The KZBV, as a public service provider, was provided with a comprehensive second opinion that outlined the economic parameters for all procurement options. The KZBV also received a specific assessment of the maximum rental or purchase price at which the renovation of its headquarters would be financially viable. As a result, the decision was made to proceed with the project to renovate the headquarters in Cologne.

The clear structuring of the project organization, the substantive design of the project development, and the assumption of a leading role as the client’s representative have now led to the reoccupation of the property at its traditional location in the heart of Cologne.
